HIPS stands for High Impact Polystyrene. Although, you could use this material as your main build, its primary use is to print the support structure due to its unique characteristic of being dissolvable in Limonene.
Since the nature of 3D printing is to build an object layer by layer, in some complex designs, you must have a support structure in order to accomplish the desire products. Traditionally, you would have to sand away the support structure by hand. Thus, HIPS was created in order to help you easily remove the support structure. Simply placing your products in Limonene, HIPS will dissolve as the result only your main build will remain.
